They do do that however, but public hacks are often updated everyday, or bi-daily. Some updates are just signature updates so they are no longer detected.

Not to mention the various ways to inject the hack also assists in stopping the hack from being detected. Sure we'd all like better detection ratios, but I think VAC does fine for public hacks at really popular communities like this one. It's the smaller communities that develop their own, or purchasable hacks that provide a bit more difficulty.
